Facts about the Goshen Senior Center

 

The Goshen Senior Center is a community center open to all Town and Village residents with priority to senior citizens. The Center is equally funded by the Town and Village of Goshen municipalities.

In order to address restrictions on funding and to ensure future grant money, the Senior Commission is precluded from permitting the use of this facility by non-senior citizens to less than 25% of total senior use.

Pursuant to the provisions of the General Municipal Law of the State of New York, the Town and Village of Goshen created a Senior Center Commission to accomplish the supervision, maintenance and operation of the Senior Center.
The Senior Center Commission employs a Program Director who is responsible for the day-to-day senior center management.

 

Facts about the Joint Recreation Commission

 

The Goshen Recreation and Parks Commission is a public body established by the Town and Village of Goshen. The sources of operating funds are program fees, facility rental, and annual appropriations of equal amounts from the Town and Village of Goshen.

 

Meetings: The Commission meets once a month, on the second Tuesday, at 6:30 pm at Village Hall. The meetings are open to the public. There is a "Public Input" period soon after the start of every meeting.

 

Commissioners:There are seven volunteer Commissioners who are appointed as follows:
Two (2) Town residents appointed by the Town Board
Two (2) Village residents appointed by the Village Board of Trustees
One (1) Town or Village resident recommended by sitting Commissioners, and approved by Town Board members and Village Trustees (called Commissioner-at-Large)
One (1) liaison from the Town Board
One (1) liaison from the Village Board

 

The five appointed Commissioners serve staggered three-year terms. An annual organization meeting is held each year (June) at which Commissioners elect a Chairperson, and the new Chairperson selects a Vice-Chairperson. At that meeting, the new Chairperson also assigns responsibility for the oversight of specific parks, programs and projects to each Commissioner.

 

Commissioner's Responsibilities:

  1. Hold monthly public meetings.
  2. Routine maintenance of all parks within the Town and Village.
  3. Initiation and management of recreational programs and cultural events.
  4. Submit capital project recommendations to the Town and Village Boards for approval, funding and implementation.
  5. Submit an operational budget annually to the Town and Village Boards for approval and funding.
  6. Hire and supervise Commission employees.
  7. Adopt rules of procedure and conduct on all matters within its jurisdiction.
  8. Accept gifts and donations of real estate, money or other personal property.

Commission Jurisdiction:
Public park lands in the Town and Village of Goshen.
Recreation and cultural programs, classes and events it operates.
